
A wave of shock and sorrow has swept through the Eastern Cape following the brutal killing of Emalahleni Local Municipality Chief Whip and Councillor, Xoliseka Bathandwa Lali. The respected politician was gunned down in his flat at the South East Village Estate in Komani on Tuesday, 22 July 2025.
According to police spokesperson Captain Namhlanje Mdleleni, officers were called to the scene after the councillor’s wife became concerned when she couldn’t reach her husband during the early morning hours. Alarmed by the lack of communication, she contacted her brother-in-law—Lali’s brother—to check on him.
Upon arrival, Lali’s brother discovered the front door and security gate wide open. A live bullet was found in the passage. He proceeded to the bedroom where he made a gruesome discovery: Councillor Lali was lying motionless on the bed, having suffered multiple gunshot wounds to his upper body and back. He had been fatally shot during the night.
Police immediately secured the scene and launched a full investigation. At this stage, the motive for the murder remains unclear. Investigators are appealing to members of the public for any information that could lead to the arrest of the perpetrator or perpetrators. Lali, who served as the ANC’s proportional representative councillor, was a key figure in the Emalahleni Local Municipality. He was the head of the Infrastructure Development and Human Settlements portfolio, as well as the Chief Whip of Council. He had been in office since 2021 and was deeply involved in improving local service delivery and ensuring the smooth running of council business.
Municipal spokesperson Luthando Nqumkana expressed deep sadness over Lali’s passing, describing him as a dedicated public servant who worked tirelessly for the people of Emalahleni. “He was instrumental in driving service delivery and ensuring the council functioned effectively. His leadership and commitment to the people will be sorely missed,” Nqumkana said.
Emalahleni Mayor Nontombizanele Koni also shared her grief, saying, “We are devastated by this senseless act of violence. This kind of incident is foreign to our community and to the municipal space. We ask for calm during this difficult time, even as we mourn the loss of a young leader with great potential.”
The tragic killing has sparked concern among community members and political colleagues alike, with many demanding justice and greater protection for public officials.
